There are two ways to use the Compact and Repair feature in Microsoft Office 2013:

Note: You should use this method if database file is not opened.
Another way to use Compact and Repair feature is:

Compact and Repair database in Microsoft Access 2010
Like Access 2013, there are also two ways to use Compact and Repair feature in Microsoft Access 2010:
Step 1: Launch Microsoft Access 2010 on your system.
Step 2: Go to the Database Tools tab > then click Compact and Repair Database.

Note: You should use this way if database file is not opened.
Another way to use Compact and Repair feature is:
Step 1: Launch Microsoft Access 2010 on your system.
Step 2: Go to Info > and then click Compact & Repair Database.

Compact and Repair database in Microsoft Access 2007
You can use Compact and Repair in Access 2007 in this way:
Step 1: Launch Microsoft Office 2010 on your system.
Step 2: Click Office button > Manage > Compact and Repair Database.

Compact and Repair database in Microsoft Access 2003
You can use Compact and Repair in MS Access 2003 in this way:
Step 1: Launch Microsoft Office 2007 on your system.
Step 2: Go to the Tools tab > click Database Utilities > Compact and Repair Database…
